No. There is no clear way to identify a "reassigned" number (a mobile number that has changed ownership).


Why? Because name data is not supplied by the carriers, and carriers do not send updates across the mobile ecosystem when number ownership changes. 


What can be done to prevent reassigned numbers from being texted? Sending texts to the most engaged contacts helps lessen the chance that abandoned numbers do not remain opted in to messaging, while also mitigating against the potential that reassigned numbers will be sent texts for which they did not opt-in. Instead of sending to ALL CONTACTS or KEYWORD OPT-IN CONTACTS, send messages to target lists based on date created, kiosk activity, and coupon activity (view and redeemed).
